UPDATE: With all the interest in the area with all the GeoBashes, as members of NORTA, the organization that maintains these trails, there is currently only section in Fulton County that is "Closed To All Traffic"

That is:
The section from CR13 to CR11. Norfolk Southern still owns the land, and the rights to the middle section where the lines cross the trail. And they have refused NORTA's moves to allow passage through said area.

From the Fulton County Expositor 2/3/2016:

"Hall said he received notice from the Northwestern Ohio Rails-To-Trails Association that the Toledo Metroparks are attempting to get a $3 million grant to pave the trail from the Fulton-Lucas county line to County Road 11."
