Need a cache sponsered

I want to place a cache in the Tiffin-Seneca County Library, but they consider this a public relations activity and their charter says that they must work with nonprofits on public relations activities. the library said that I can be the owner of the cache but it has to be placed in cooperation with a nonprofit. So I have 2 questions, is nwogeo a nonprofit? and who do i talk to about this?

Maybe try talking to north central ohio geocachers. Perhaps they have formed a non-profit.
