ON The Geocacheing.com it states "The 14th Annual Cache In Trash Out Weeks are scheduled for April 16 – 24 and September 17 – 25, 2016" So why don't we schedule Aprils for April 16th with a rain date of the 23rd so either way they would get a souvenir?

I am assuming the times and locations for the Cito events vary on location but do we have a start time for the spring fling?

CITO's usually start at 10 a.m., except the August one that is at 8 a.m. to adjust for the heat.
Spring Fling has traditionally started with the FTF drawings at 10 a.m. The potluck usually starts at 1.

Okay, just on the site and just starting to look, is there any idea were the first CITO event is going to be in April, or is it just 'do at own time' type of event and get the souvenir?

The CITO will be held out by Grand Rapids, Ohio, as always. GC6CF4H is the gc gode. We hold the CITO's out there 4 times a year. This one is scheduled for 4/16, with a rain make up date of 4/23.
